Washington State Form 17
Form 17 is Washington's mandatory Seller Disclosure Statement. It must be delivered to buyers before or at offer acceptance. Buyers have 3 business days after receipt to rescind the purchase agreement without penalty. After the rescission period, Form 17 defects don't automatically give the buyer an exit.
Form 17 sections
Title: Encumbrances, easements, encroachments, assessments, HOA, CC&Rs, and legal access to the property.
Water: Source (public/well/community), water rights, well depth, pump age, and water quality test results.
Sewer/Septic: Connection to public sewer or private septic; if septic, last pumped date and inspection results.
Structural: Roof condition, attic, foundation, basement/crawl space, drainage, pest history, and any known settling or shifting.
Systems and Fixtures: HVAC, plumbing, electrical, water heater, appliances included in sale.
Environmental: Radon, asbestos, lead paint, underground tanks, fill material, proximity to designated "critical areas" (wetlands, shorelines).
Completing Form 17
Answer every question truthfully. "I don't know" is an acceptable answer when you genuinely don't know — but if you do know and fail to disclose, you're liable. For Spokane older homes: check your attic for knob-and-tube wiring and your basement for asbestos pipe insulation.
REET is Seller's Responsibility
Unlike most states' transfer taxes, Washington REET is unambiguously the seller's responsibility. It's collected at closing and remitted by the title company. Factor it into your net proceeds calculation.
